Em recente visita a Mondim de Basto, o Primeiro-Ministro António Costa anunciou que em finais de Maio terá lugar em Vila Real uma Cimeira Ibérica sobre o tema da Cooperação Transfronteiriça. Antes, pelo que pude ler na comunicação social, terá lugar uma Cimeira Interparlamentar Ibérica.

Os Governos e os Parlamentos a analisar em conjunto os interesses, os anseios dos dois países, das regiões que a História separou, mas que a Geografia manteve próximas e que os Homens de um lado e do outro do que se convencionou chamar fronteira sempre souberam tornar território comum. E Vila Real em alta!
Iniciativa tão oportuna como importante para a região, o Norte no seu todo, mas igualmente para a Região de Trás-os-Montes e Alto Douro.
António Costa tem afirmado, com alguma frequência, que o Interior de Portugal tem uma localização que, embora normalmente se considere uma debilidade, se pode tornar numa oportunidade. Compreendo o seu pensamento e os argumentos que aduz. Mesmo que tanto em Portugal como na Espanha as regiões de fronteira tenham perdido população, a verdade é que há um forte tecido urbano, essencialmente, na zona fronteiriça do país vizinho. Devemos, por isso, olhar de outra forma, como uma oportunidade para essas regiões. Há uns anos atrás, no desempenho de determinadas funções públicas e porque li que Castela-Leão recebia dois milhões e meio de turistas por ano, resolvi pôr-me a caminho e dar por lá uma volta no período pascal. Confirmei-o em Salamanca e em Valladolid, mas também em Peñafiel, quando visitei o Museu do Vinho, ou o Castelo local.
Ora, se é louvável a atitude dos Governos e dos Parlamentos que procuram, com estas iniciativas, encontrar soluções em comum para os povos e regiões, também é verdade que há iniciativas da sociedade civil que avançam nesse sentido sem esperar que os Governos deem os primeiros passos. Ainda bem recentemente aconteceram iniciativas dessas. Da UTAD, por exemplo, com a Fundação Las Médulas e um conjunto de outras instituições da sociedade, em que também participava a Douro Generation – Associação de Desenvolvimento e a Rota do Românico, para além de vários Municípios. Da Fundação Rei Afonso Henriques- uma fundação Luso-Espanhola, ibérica, portanto, com Câmaras e associações portuguesas. E por que não resultam estas cooperações, perguntar-se-á? Bom! Talvez, porque os Fundos Comunitários para a Cooperação Transfronteiriça andam um pouco arredios e fugidios. E vá-se lá depois falar em Duero/Douro, ou Douro/Duero!

Sem os fundos comunitários, sem o maldito subsídiozinho, parece que nada resulta.
No entanto, quando os de cá importaram de lá umas ovelhas doentes para abaterem cá (o Valor Acrescentado foi português!) a troco duns subsídios do Governo da época, a relação resultou.
Desconheço se os subsídios tiveram componente comunitária.
Também me passou ao lado o "crescimento económico" que o INE possa ter registado com mais esse episódio, com essa iniciativa de gosto tão peninsular.
